Office of Policy and Research (OPR)

OPR supports SHA's business plan by developing expertise and functioning as a liaison on policy development, research, and federal and state legislative issues.

Federal Legislation/Federal-Aid Highway Program

OPR's responsibilities include ensuring that provisions for funding and new requirements in the federal highway program are understood and fully utilized for Maryland's benefit.

National Transportation Organizations

OPR provides staff support for the MDOT Secretary and the SHA Administrator’s participation on American Association of State Highway and Transportation Officials (AASHTO) Committees and Task Forces. (AASHTO is a non-profit, non-partisan association representing the member highway and transportation departments in the fifty states, the District of Columbia and Puerto Rico.)

State Legislation

OPR is responsible for the coordination of SHA-related activities on state legislation.

Code of Maryland Regulations (COMAR)

The Office of Policy and Research is responsible for coordinating the review, development, and ultimate promulgation of regulations in the Code of Maryland Regulations (COMAR). Code of Maryland Regulations (COMAR)

Transportation Research

OPR’s Research Division manages SHA's state and national research programs, including the annual Research Work Program and SHA's participation in Transportation Research Board (TRB) and National Cooperative Highway Research Program (NCHRP) activities. SHA Research Reports.

University Partnerships

In addition to the activities mentioned above, OPR works closely with a number of universities in Maryland. Partnership activities typically involve research projects and internship programs.

International Delegations

OPR coordinates visits to SHA facilities by groups of foreign delegations.
