The Maryland State Highway Administration does not pre-qualify contractors, nor do we maintain a Bidder’s List

Bids for $100,000.00 or more must be accompanied with a bid security of 5% of the total bid amount. This can be in the form of a Bid Bond, Certified Check, Cashier’s Check or Cash. If your firm is the low bidder, Performance and Payment Bonds of 100% of the bid amount are required in order to execute the contract.

A "Bid Board" is located at SHA’s Cashier’s Office, 211 E. Madison Street, Baltimore, MD 21202, 410-545-8489 or 1-877-SHA-CASH (1-877-742-2274), on which are Advertisement Notices for all Construction, Maintenance and Service contracts expected to cost between $2,500.00 and $7,500.00.

All successful bidders must be registered with the Maryland State Department of Assessments and Taxation, 301 W. Preston Street, Baltimore, MD 21201, 410-767-1350 and possess a valid State of Maryland Construction License. For details on obtaining the construction license, please call the State of Maryland License Bureau at 410-260-6240.
